Toronto homeowners can get up to $6,650 toward basement flood protection. Peel covers 60% of a sanitary backwater valve, up to $1,500. Mississauga offers a separate city rebate of up to $7,500. Vaughan, Markham, and Halton have their own programs. We install the work and give you a paid invoice for your application.

Basement Flooding Protection Subsidy

Toronto expanded this subsidy on May 1, 2026. The higher amounts apply to eligible work completed on or after November 12, 2025.

What is covered

  • A one-time home plumbing assessment
  • Backwater valves and alarms, up to two devices
  • A sump pump and alarm, plus a battery backup
  • Severance and capping of a foundation drain (weeping tile) connection

Who usually qualifies

  • You must own a single-family home, duplex, triplex, or fourplex in Toronto.
  • Downspouts must be disconnected from the sewer, or you need a City exemption.
  • The contractor needs a valid City of Toronto business licence at the time of the work.
  • Apply within two years of the work for the expanded amounts.
  • Each type of work has a lifetime maximum. Funding is first come, first served.

This is not a cash rebate. If you replace the private lead water service, Toronto will replace the city-owned side on a priority basis.

  • City-owned pipe from the watermain to the property line
  • Your plumber or the City contractor replaces the private side from the property line into the home

  • Lead services are common in homes built before the mid-1950s.
  • A licensed plumber can confirm whether your private-side pipe is lead.

Sanitary Backwater Valve Rebate

Peel pays 60% of a sanitary backwater valve invoice, up to $1,500 including tax. The valve must sit on the sanitary lateral, not the storm line.

Who usually qualifies

  • The home must be a single, semi, or townhome in Peel, installed after July 16, 2024.
  • You apply as a person, not a corporation. One rebate per home every 10 years.
  • A licensed contractor installs the valve, you pull a municipal permit, and the inspector signs off.
  • Mississauga storm-side work uses the City of Mississauga program instead.

Mississauga runs a separate city rebate for storm-side flood protection. You need City pre-approval before the work starts.

  • Sump pump that collects weeping-tile water and discharges away from the foundation
  • Capping the old foundation drain connection to the storm sewer
  • Downspout disconnection
  • A backwater valve on the stormwater lateral

Who usually qualifies

  • You must own a detached, semi, duplex, or townhouse in Mississauga.
  • You apply as a person, not a corporation, and the property cannot owe City taxes or fees.
  • A licensed contractor does the work. Unused dollars from one measure cannot move to another.
  • As of February 12, 2025, the City must pre-approve the plan before installation.

Vaughan covers half the invoiced cost of an approved sanitary backwater valve, up to $750, including labour, materials, permit fees, and tax.

Private Plumbing Protection Rebate

Markham rebates several flood-protection measures if the home is in a known flood-prone area, or you can show flood risk. The City must approve the plan first.

  • Indoor or outdoor backwater valves on sanitary or storm laterals
  • Weeping-tile disconnection with a gravity storm connection or a sump pump
  • Sanitary or storm lateral relining and repair

Who usually qualifies

  • The property must be in a known flood-prone area, or you must show flood risk.
  • Downspouts must already be disconnected. The City reviews a technical application before work starts.
  • Building permits are due by April 30, 2027. Rebate applications are due by July 31, 2027.

Halton Region

Basement Flooding Prevention Subsidy

Halton updated subsidy amounts in September 2025. For work after July 15, 2024, a backwater valve is 50% up to $1,600, and weeping-tile disconnection with a sump pump is 100% up to $6,500.

Who usually qualifies

  • The home must be in Halton and connected to the municipal wastewater system. Septic homes are not eligible.
  • You must prove stormwater is not connected to the wastewater line, or that it will be disconnected.
  • Each subsidy is available once per property. Apply within one year of the work.
  • Exterior backwater valves and water-powered backup pumps are not eligible.

Guelph and Kitchener: no dedicated city rebate

We checked the official Guelph and Kitchener sites on August 18, 2026. Neither city currently advertises a backwater-valve or sump-pump installation rebate like Toronto, Peel, or Halton.

Kitchener does offer stormwater bill credits if you reduce runoff from the property. That lowers a monthly utility charge. It does not repay a plumber for a valve or pump.

How applying usually works

Each clerk has a checklist. The pattern is the same in most GTA programs. We complete the plumbing. You send the city the paperwork.

  1. Step 1

    Check the rules for your city

    Confirm the official program still matches your home type, sewer connection, and downspout setup before you book.

  2. Step 2

    Get a written quote

    Most cities want an itemized quote or invoice. We write the work, materials, and labour so the clerk can read it.

  3. Step 3

    Install with a licensed plumber

    A permit and inspection are usual for a backwater valve. DIY work almost never qualifies.

  4. Step 4

    Submit the paid invoice

    You apply to the city or region after the inspection. They mail a cheque if the file is complete and funding remains.

Plumbing rebate questions

Does the city pay the plumber up front?

No. You pay for the work first. The city or region reviews your application and, if it qualifies, mails a cheque. Keep the original paid invoice, the permit, and the inspection sign-off.

Do I need a licensed plumber for a rebate?

Yes. Toronto, Peel, Mississauga, Vaughan, Markham, and Halton all require a licensed contractor. A family member or unlicensed installer will usually void the application. City Rooter is a licensed plumbing contractor and can complete the permit-ready work.

Can I combine the Peel rebate and the Mississauga rebate?

Often yes, if the devices are on different lines. Peel covers a sanitary backwater valve. Mississauga covers storm-side work such as a sump pump or a storm-lateral valve. You still submit two applications, and each program keeps its own rules.

What if I already installed a backwater valve or sump pump?

It depends on the city and the date of the work. Toronto allows applications within two years for the expanded program. Peel only covers valves installed after July 16, 2024. Vaughan and Halton generally want the file within one year. Mississauga now needs pre-approval before new work. Check the official page for your address.

Is there a flood-protection rebate in Guelph or Kitchener?

We did not find a dedicated municipal rebate for backwater valves or sump pumps in Guelph or Kitchener as of August 2026. Kitchener offers stormwater bill credits if you reduce runoff, which is not the same as paying for a plumber. You can still install the protection. We will give you a written estimate either way.
